Tech inspected water heater and tried to make repairs on old water heater and found rust coming out of the t&p valve, the shut off vavle did not work anymore so tech had to shut the meter off. Tech found that one of the elements and thermostats were malfunctioning. There was no thermal expansion tank and there were galvanized 90's connecting to the copper water lines. This was causing galvanic corrossion.Tech installed a new 50 gallon electric water heater with a new pan, ball valve, and thermal expansion tank. tech tested water heater to ensure it was heating up.
